F-35 Public Meetings
UPDATE: The Sierra Vista Public meeting will be March 30th, 5:30-7:30 PM at Buena High School.

Leaders in the community and on the Fort have been successful on getting an F-35 public meetings here. The first will be 4 March (details below), to be followed by another on 30 or 31 March in Sierra Vista. While the F-35 won`t be stationed here there is a presumption that it will train here as have the F-16`s and A-10s for many years.

New Board Members
I would like to extend a welcome and congratulations to our newest board members, Jon Hitchcock from JITC, and Steve Pedigo, from Northrup Grumman. Both were elected at our annual meeting on the 16th. Jon will be seated immediately to fill a vacancy, and Steve this summer to fill a pending vacancy.

USPWDOB Public Meetings
The formation of a water district with an elected board is a first in the State and of vital importance the future of our community. I view it as key to turning the extensive science done on the Upper San Pedro into action. There are four public meetings in the near future. Please attend one to learn what the Organizing Board is doing.

86th Signal Battalion to Move to Ft Bliss
The announcement Tuesday of the relocation of the 86th Signal Battalion to Ft Bliss caught folks by surprise, not in that it is going to happen, but in the timing. There was no indication that the announcement was imminent. The relocation of the 86th had been rumored for over a year. Business decisions like this are made by the Army to better support its missions. While relocation of the 86th is disappointing and it has some short term economic impact, we should also consider that there has been slow, but steady growth in other mission areas on the Fort that are likely to continue for the foreseeable future.

Board Changes
I would like to welcome COL(R) Thomas Roxberry to the board. He was voted onto the board at our last meeting to fill a long time vacancy. I also want to wish Terri Metzger all the best as she leaves the Board to serve overseas for a year. Thank you for your service, Terri.

Budget (Schools) Override
The Board has voted unanimously to support the budget override initiative. It is our judgment that our schools are a vital component of sustaining our resilient economy, and are investment in our future. We applaud the actions taken by Superintendent Agenbroad to eliminate waste and find efficiency in the schools operations and have confidence that he will continue on this path. Consequently, I have submitted a letter to the Cochise County Superintendent of Schools, for publication, expressing support for the override. (Linked on the title of this entry).

Funding of the MIF in the State Budget
Senator John Nelson has secured $5M of funding for the Military Installation Fund in the closing days of the developing a budget for the State of Arizona. This is the program that funded a development easement on the NW corner of Fort Huachuca providing some protection for UAV operations at Black Tower. Given the current fiscal crisis, not only will this money be seen as easy pickings by some as the budget comes to closure, but it is doubly important in addressing encroachment around our military installations. Defense budget cuts are on the horizon as early as next fiscal year. These pending cuts will cause the Army to make stationing and force structure decisions that could affect Fort Huachuca. They already have announced some changes—three new brigade combat teams (BCT) were canceled this week impacting Forts Stewart, Carson and Bliss. Joint Civilian Orientation Conference Selection 09
It is my pleasure to announce that Creden Huber of SSVEC has bee accepted for the next Department of Defense, Civilian Orientation Conference. He left Sunday, 31 May and will return late this week. Each tour goes to one of the geographic combatant commands. Last year we sponsored Anna Chavez in partnership with the DM 50 and FC USA to EUCOM (Europe). This year, Mr. Huber will tour the continental US with NORTHCOM with is responsible for the defense of the Continental United States. He is visiting Air Force Space Command, Fort Carson, North Island Air Station in San Diego and a Marine installation, among others, on his trip. This is a perfect fit and right in line with SSVEC`s ownership and operation of the electrical infrastructure of Ft Huachuca.

Fort Huachuca School Board Sworn In
This is a large and and historic step to giving parents in the accommodation schools the formal input to their schools enjoyed all across the United States. Many organizations, including the `50, and Garrison and Installation Commanders have worked for this change for many years. This is a great Christmas present for the Post schools, and parents and children attending the schools. Congratulations!

Electronic Range Bill Signing
Governor Janet Napolitano signed SB 1387, designating the boundaries of an electronic test range at Ft Huachuca. This is an historic step in the protection of very resource that lead the the reopening of Fort Huachuca in 1954- namely the electromagnetic (radio) environment. This is also the first recognition of a non-projectile range in law. We encourage the Departments of Defense and the Army to follow suit and further codify the existence of this range and it`s importance to the National Defense.

New McGuire Report on Military Impact on Arizona
The latest McGuire report was announced by Governor Napolitano this past Monday at DM in Tucson. The updated study, using 2005 economic data, shows a tremendous economic impact of the military on the State. Fort Huachuca is the largest economic engine of all of our Arizona military installations. The link goes to an executive summary of the report stored in the document library.
